David Feliciano is a nine year veteran of the United States Armed Forces. Entering the Navy in 1983 as a Data Systems Technician 3rd Class, he served on the Spruance class destroyer, USS THORN (DD-988) and the Maury class oceanographic survey ship, USNS H.H. Hess (T-AGS 38). His tour afforded him the opportunity to visit over a dozen countries and to experience such renowned maritime milestones as crossing the Arctic Circle (Blue Nose), crossing the 180th Meridian (Golden Dragon), and Crossing the Equator (Shellback). His most active deployment was during Operation Freedom of Navigation in the Straits of Gibraltar (Order of the Rock), Black Sea (Realm of the Czars), and the Gulf of Sidra (Line of Death).
In 1992, Mr. Feliciano was honorably discharged from the Navy, as a Data Systems Technician First Class. He was awarded a Letter of Commendation from the Commander of the Battle Force Sixth Fleet, received two good conduct medals, and earned the prestigious Navy Achievement medal for superior performance of military duties.
Transitioning from serving his country to serving his community, Mr. Feliciano joined Norfolk Public Schools (NPS) in the fall of 1992, as their first and only network engineer. He was tasked with creating a vision for the future and for developing structure and standards for the technology deployed throughout the district. During his tenure, he received a Certificate of Appreciation for Outstanding and Dedicated Service and the NPS Inspiration Award for Most Outstanding in Quality Customer Service. When Mr. Feliciano departed NPS as their Network and Engineering Services Manager, he was responsible for overseeing a department of 60 employees including the network system engineer, security engineer, infrastructure engineers, database engineer, senior engineer, school engineers and technology manager.
Mr. Feliciano transitioned from NPS to Portsmouth Public Schools (PPS) as their Director of Information Services in the summer of 2005. During his one year tenure, he restructured the department including the creation of a HelpDesk system, a Network Operations Center (NOC), and an accountability system. His strategic projects included the deployment of 100 multimedia classroom presentation systems, purchasing laptops for high school teachers, and the migration of the secondary schools from a paper-based grading system to a Web-based, online grade book system supporting ubiquitous access. Mr. Feliciano oversaw the creation of the PPS Intranet website which won the Award of Excellence from the Chesapeake Chapter of the National School Public Relations Association.
Mr. Feliciano joined the Savannah-Chatham County Public Schools family in July of 2006, as the new Chief Data and Information Officer. He is responsible for overseeing a 15,000 node network County wide and a personnel staff of approximately 85 employees. Mr. Feliciano believes leadership in the IT world is dependent on three major factors: People, Processes, and Technology.
Mr. Feliciano earned an Associate in Science in Business Administration from Tidewater Community College and his Bachelor of Science in Organizational Leadership and Management from Regent University.
