Choice Programs Update

An update on the district's many Choice Programs along with the application process was presented to Board members at the Informal Meeting.  A focus group of principals (K-12), data experts, and district support personnel have been convened to examine previous and current practices for admissions into School Choice Programs. Some changes are being made as part of a Reset, Renew, and Redesign for the 2024-25 SY.  Learn more about the recommended changes here:

SY 2022 Cohort Graduation Rate Report

A report on the SY 2022 Cohort Graduation Rate was presented to the Board at the Regular Meeting. While SCCPSS surpassed the state graduation rate for the 8th year in a row, we did see a 2.5% decrease from the 2021 graduation rate of 90.1% to 87.6%. There were multiple COVID 19 Pandemic Impacts that are believed to have affected the district's graduation rate.  For that reason, the SY 2021-22 Graduation Rate will be considered the new baseline.  The report also outlined Continuous Improvement Strategies the district is engaged in.

Academic Calendar for SY 2023-24 and SY 2024-25 Adopted

Initially presented for review at the November meeting of the Board, the Academic Calendar for SY 2023-2024 was adopted during the December Regular Meeting of the Board. The calendar features a Thursday, August 3rd start date, four E-Learning Days throughout the year, a full week off for Thanksgiving, Spring Break the first week in April, and the school year will end on Wednesday, May 22nd.  The board also approved the SY 2024-2025 Academic Calendar that was built on the same framework.

2023 Legislative Priorities Adoption

The Board's 2023 Legislative Priorities were adopted at the Regular Meeting of the Board.  The Board's priorities continue to focus on early childhood education, student wellness, and resource allocations. The priorities will be circulated among the Chatham County delegation and  featured during the Board's Legislative Breakfast scheduled on December 12, 2022.

A Fond Farewell

The December Board Meeting was the final meeting for long-serving Board Member Irene Hines and Board President Dr. Joe Buck, along with Board Secretary Mary Davis-Brown.  Time was taken during the meeting to thank them all for their service.

Recognition of Audit Committee Member Service

The Audit Committee process requires an engaged community serving as members who's hard her time and dedication, the Board expressed appreciation and gratitude to Denise M. Cooper, Esq. – Committee Chair from December 2014 – December 2022.

Student of the Month Recognized

The Superintendent's Student of the Month for October is Azaria Hope Robinson, a 7th grader at Mercer Middle School. Congratulations, Azaria!

Policy BC – Board Meetings (Four Year Review – Recommended for Deletion) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy BC and determined the policy is to be deleted. The language for this policy can be found in proposed regulation BCBI-R.

Policy BCBI – Policy and BCBI-R – Regulation (NEW) – Public Participation in Board Meetings (Mid Period Review – Changes Recommended) District Administration has reviewed Board Policy BCBI along with the supporting regulation in response to updates from the 2022 Legislative Session that require each local Board of Education to adopt “Rules of Conduct" for members of the public as stipulated under O.C.G.A. §20-2-58(c)(3).

Policy GAMB – Possession of Weapons by Employees (Four Year Review – Changes Recommended) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy GAMB and determined a need for changes to ensure alignment with existing Board Policy KMB – Possession of Weapons by Visitors.

Policy IDFA and Regulation IDFA-R – Gender Equity in Sports (Four Year Review – Changes Recommended) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy IDFA along with the supporting regulation. Language has been updated to clearly state that the District adheres to Georgia law regarding the approach of gender and athletics eligibility.

Policy IHE and Regulation IHE-R – Promotion and Retention (Four Year Review) • No Policy Changes • Changes Recommended for Regulation only Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy IHE along with the supporting regulation. There are no changes recommended for the Policy. The administrative regulation is being modified and presented for the Board's review to include current references to assessment tools, current staff position references, and improved language for understating promotion requirements by grade levels.

Supply Chain Assistance Grant Allocation Approved

The Georgia Department of Education has awarded the SCCPSS School Nutrition Department additional funds for COVID Relief for 2019 totaling $659,684. These funds will be used to purchase both current and future, domestic foods that are not processed or only minimally processed. The funds will specifically used for the National School Lunch Program, School Breakfast Program, Seamless Summer Option and Afterschool Snack Program.

Policy LE and Deletion of Regulation LE-R – School Community Organizations Relations (Four Year Review – Changes Recommended) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy LE along with the regulation. Changes are recommended to provide clear policy language that is directly aligned to Community Organizations Relations and current District priorities. The regulation is recommended for deletion.

Policy IKBC – Material Harmful to Minors Complaint Resolution Process (New Policy) District Administration has determined a need to create Board Policy IKBC - Material Harmful to Minors Complaint Resolution Process in accordance with statute O.C.G.A. 20-2-324-.6 that requires the adoption of policy language no later than January 1, 2023. Model policy language provided by the Georgia School Boards Association is offered.

Personal Responsibility Education Program (Prep) Agreement

The Board approved an agreement with the Georgia Department of Human Resources for the delivery of the Personal Responsibility Education Program (Prep).  The program provides free access to evidence-based teen pregnancy prevention Programs and includes certain requirements for program delivery as stipulated in the agreement.

Budget Transfer for Custodian Incentives Approved

The Board approved a transfer of funds from the American Recovery Plan Act – CARES III - in the amount of $1,466,890 to create recruitment and retention incentives for custodial employees. This transfer is necessary to maintain the operation of and continuity of core staff and services.

EPA Clean School Bus Program Rebates Accepted

The Board accepted an EPA Clean School Buses grant awarded to SCCPSS in the amount of $9,875,000 for the purchase of 25 electric school buses and charging infrastructure.  The program is funded by the Bipartisan Infrastructure Law.  Zero-emission buses will improve the environment SCCPSS students are transported in daily.

ESPLOST Construction Progress

The Board gave approval for James W. Buckley and Associates to proceed with Design Services for the Bloomingdale Elementary School Replacement project. The fees for services are: $1,716,000 for Basic Design Services and Construction Administration Services, and $26,500 for Reimbursables Allowance (Not to Exceed), totaling $1,742,500 for the Design Professional Fee.

The Board approved the award of RFP C23-05 (ESPLOST) CMR Services for Bloomingdale Elementary School Replacement Project to TQ Constructors, Inc. with an initial Stated Cost Limitation not to exceed $40,000,000.

Budget Transfer for ESPLOST IV Safety and Security

The Board approved a budget transfer in the amount of $6,000,000 from ESPLOST IV (EIV) Safety & Security to Safety & Security project accounts for the purchase of school safety and security equipment and solutions to enhance the safety of the teaching and learning environment.

Program Management Services (ESPLOST): Contract Approvals

A contract with Elmerson Consulting, LLC in the amount of $312,000 was approved for Professional Program Management Consulting Services. Due to increased workload, Elmerson Consulting, LLC will be providing Professional Program Management Consulting and support that will focus on the planning and managing of specific projects within the District's ESPLOST program.

The Board approved a contract with VANGUARD to continue to receive professional and expert consulting services related to Construction Management Consulting Services for ESPLOST 3 and ESPLOST 4 projects. VANGUARD will provide the services as an independent contractor at a monthly cost of $25,500.00 and a yearly cost of $306,000.00.

The Board approved a contract with Parsons to continue with PMIS Consulting Services for ESPLOST 3 and ESPLOST 4 projects.  PARSONS will provide the services as an independent contractor at a monthly cost of $12,478.00 and a yearly cost of $149,736.00.

Construction Change Order on K-12 Multi-School Campus Approved

The Board took up an item tabled at last month's meeting and approved Construction Change Order #59 to CPPI of Georgia, LLC in the deductive amount of $9,316,440 for the removal of the stadium and associated fieldhouse facilities scope of work from the contract.

An update on various ESPLOST projects currently underway was presented to the Board in the Regular Meeting.  Those updates included, but was not limited to:

Replacement Windsor Forest High School – In Design – Summer work on Temporary Measures needed for the 2023-2025 School Years is underway.

Replacement Jacob G. Smith Elementary – In Design – Site Evaluation is underway.
