The Way Forward: 5-Year Strategic Plan
The May Informal Meeting began earlier than its regularly scheduled time in order to accommodate the GSBA Strategic Planning Session for the District's 5-Year Strategic Plan. During the workshop, representatives from GSBA solicited feedback on the Board's existing vision, mission and guiding principles and beliefs.

Budget Process DAS Report
A mid-term and FY22 budget update was presented to the Board. Board members are expected to receive printed copies of the Preliminary Budget next week. Updates to the general fund, District priorities, and projected revenue changes were covered. Staff also discussed a proposed Millage Rate Rollback for the FY22 budget. Public Hearings on the Fiscal Year 2022 Budget begin Wednesday, May 12, 2021.

Superintendent's COVID-19 Operational Update
An Operational Update was provided during the Superintendent's Report to the Board to include the District's goal to have all students in class five days a week in 2021-2022 with functional aspects in place that are as close to pre-covid operations as health and safety conditions will allow.

National School Nurse Day Proclamation
This year, the theme for National School Nurse Day is “Championing the Whole Student." To recognize the valuable contributions of our school nurses, the Board of Education proclaimed the day of May 5, 2021 as National School Nurse Day and commended our nursing team for their work as frontline health care heroes in the fight against the pandemic.

Chief Terry Enoch Named Safe Routes to School Statewide Friend of the Year
Safe Routes to School has chosen B.O.E.P.D. Chief Terry Enoch as the organization's Statewide Friend of the Year. School Partners and Champions are selected based on their success in establishing a SRTS program, such as increasing the number of students walking and bicycling to school and the level of awareness about SRTS in its community, and creativity in implementing SRTS.

Administrative Regulation: CN-R Administrative Records (Four Year Review – Changes Recommended for Regulation Only) Pursuant to Board Policy BDE- Policy Review, District Administration has reviewed Board Policy CN along with the supporting regulation and has determined no changes are needed in the policy. Policy GBIA – Teacher Evaluation Appeals (New Policy) Due to legislative changes in Code Section 20-2-989.7, that provides for teachers who have accepted a contract for the fourth or subsequent consecutive school year, an option to appeal certain summative performance ratings must be provided. The local Board of Education is required to adopt an appeals policy that details the process no later than July 1, 2021.

Charter Transportation Cost Sharing Procedure: Implementation Timeline Modification
The Savannah-Chatham County Public School System (SCCPSS) recognizes the extraordinary circumstances the COVID-19 pandemic has created and its impact on District operations. To this extent, the Board approved Charter School Transportation Services Cost Charing process that was scheduled to begin in school year 2020-2021 has been delayed. The process was developed as a method for determining transportation fees in the event a Charter school seeks to utilize District provided pupil transportation services. The revised timeline shall begin in school year 2021-22 with the transportation fee payment percentage at 1/3 of the total fee. Year two services will be charged at 2/3 of the total fee with year three services at the full fee cost. All other aspects of Charter School Transportation Services Cost Sharing process/methodology remain unchanged.

Substitute Employee Services Contract Approved
The Board approved the award of RFP 21-37 Substitute Employee Services (Annual Contract) to the firm of ESS Southeast, LLC for an initial one-year period with the option to extend the contract for three (3) additional one-year periods. Estimated total annual cost for the initial one-year period is $9,000,000.

Memorandum of Understanding Approved: 2021 Summer Therapeutic Enrichment Program of Savannah – (S.T.E.P.S.)
The Summer Therapeutic Enrichment Program of Savannah is an independent summer day-camp program serving special needs, severely and profoundly intellectually disabled students in the Chatham County area. The camp is sponsored by S.T.E.P.S., Inc., a registered non-profit organization. S.T.E.P.S. seeks to provide a four-week Summer 2021 Enrichment Camp and requires partnership support from the District. SCCPSS recognizes “S.T.E.P.S. Summer Camp" is an important community resource that offers enrichment benefits to SCCPSS students who would benefit from a summer educational enrichment offering with specialized care that is tailored to serve students with severe physical and intellectual disabilities. SCCPSS will allocate in-kind and financial resources through S.T.E.P.S. for the operation of the Summer 2021 Enrichment Camp. The in-kind contributions include the use of a facility, utilities, and transportation.

The Board approved the award of Bid 21-46 Middle and High School Band Instruments – One Time Purchase to Music and Arts; Columbus Percussions; Midwest Musical Instruments; Portman's Music Supercenter; Chuck Levin's Washington Music Center; and Taylor Music, Inc., for an estimated cost of $327,822.20

ESPLOST Updates
Georgia Power Contract – LED Lighting for Savannah High School Parking
Funding for outdoor lighting is included in the ESPLOST III budget for construction of new school facilities. Outdoor lighting is to be provided by Georgia Power in conjunction with providing electric power for stadium use. For the new parking lot at Savannah High School, which is being constructed along with the stadium, Georgia Power has proposed furnishing and installing a new LED lighting system for a lump sum Contract Price of $113,009. The Board approved this work to be completed under the Master Agreement for Energy-Related Equipment Sale and Installation between GPC and SCCPSS.

New Local Facilities Plan Resolution Approved
Under Georgia law, school districts are required to complete a comprehensive educational facilities survey and submit a new facility plan to the Department of Education for approval every 5 years. The District's current local facilities plan will expire on June 30, 2021. The 5-year Local Facilities Plan for the period July 1, 2021 through June 30, 2026 has been completed in accordance with the State mandated procedures. The plan identifies all needs to safely house students in an atmosphere that supports the instructional programs of the District. In addition, the plan includes the priority order of school projects. The Board adopted a resolution to approve the new 5-year local facilities plan and request that it be submitted to the State Board of Education for approval.
