Highlights from the October 5, 2022 Board Meeting

GMAS End of Course and End of Grade Assessments Report

As a result of two consecutive years of pandemic-related disruptions to GMAS testing, SY 2022 serves as a new performance baseline for the district which will be used to establish targets for the future. Academic Affairs staff presented a report to the Board on 2022 assessment results.  Some highlights include:

Elementary Grades:

• 61% of students in grades 3 through 5 scored at or above the Developing level in Math and outperformed the Comparison Group by 3 points

• 5th Grade students outperformed the Comparison group by 1 point at or above developing in Science

Middle Grades:

• 50% of middle grades students performed at or above Developing in ELA and Math

• 41% of students achieved the Developing level or higher in 8th grade Social Studies.

High School:

• 57% of students performed at or above Developing in Algebra I, which was 12 points higher than the Comparison Group

• SCCPSS exceeded the comparison group in all EOC subjects High School Highlights (EOC)

Note: The SCCPSS comparison group includes Muscogee, Douglas, Henry, Atlanta Public Schools, Bibb, Clayton, and Richmond Co

The report also included information on continuous improvement strategies the district is employing to assist students.

3rd Grade Reading at Grade Level Report

A report to the Board was also presented on 3rd grade reading assessments and the creation of the Literacy Task Force that has identified work groups to examine current student outcomes, strategies, curricula, materials and programs to determine what is working effectively and where a reduction or elimination in gaps can be implemented to ensure students are making progress toward reading at or above grade level at defined periods of time.

DoDEA World Language and Readiness Grant Approved

On September 30, the Department of Defense Education Activity (DoDEA) awarded Savannah-Chatham County Public System a 2022 DoDEA grant to implement a World Language Advancement Readiness Program to Pulaski Elementary School. The 2022 DoDEA grant will provide for the implementation of a World Language Advancement Readiness Program. The program aims to strengthen family-school-community relationships and enhance student achievement for military dependent students as well as support for student achievement at military connected schools. The implementation of the Mighty Multilingual Lab is for students in grades K-5 and will allow students to increase their knowledge, skills, and interest in the Spanish language and Hispanic culture. Local Board approval is required.

National School Lunch Week Proclamation

In recognition of the importance of the SCCPSS School Nutrition Program and the dedicated employees who work tirelessly to provide healthy meals to the students of our great school system, the Board proclaimed the week of October 10-14, 2022, as NATIONAL SCHOOL LUNCH WEEK and encourages all residents to join us in this recognition in hopes of achieving a more healthful citizenry for today and the future.

School Bus Safety and Transportation Appreciation Week

In recognition of the importance of the SCCPSS transportation workers who travel millions of miles every year and who work tirelessly to provide safe transportation to the students of our great school system, the Board proclaimed the week of October 17-21, 2022, be observed as School Bus Safety and Transportation Appreciation Week in recognition of the contribution drivers and other school transportation staff make to our public education system.

National Custodial Workers Appreciation Day

In recognition of the importance of the SCCPSS Custodial Staff and the dedicated employees who, for the health and safety of all, work daily to ensure staff and students have clean and safe work and instructional environments, the Board recognized and supports the nationally recognized date of October 2, 2022, as National Custodial Worker's Recognition Day and encourages all citizens to join us and celebrate their daily contributions all through the month of October.

National School Principals Month

The Board celebrates all school principals and asks our entire community to join us in recognizing the month of October 2022 as National School Principals Month! A Resolution Celebrating Former Board Member Lori Brady

Savannah Music Festival's Jazz Academy and Musical Explorers Cost Approved

In partnership with the Savannah-Chatham County Public School System (SCCPSS), the Savannah Music Festival seeks to provide a program that will introduce world-class celebrations of the musical arts by creating timeless and adventurous productions that stimulate arts education in alignment with the teaching and learning goals of the District. The Board approved the cost to award the program services to Savannah Music Festival Jazz Academy and Musical Explorers (SMFJA) for a total cost of $148,682.00.

Building Digital Mapping Bid Approved

The Board approved the award of a $130,000 contract to Critical Response Group, Inc to provide a digital building mapping application to convert existing maps to a digital platform and identify strategic items such as entry points, Automated External Defibrillator (AEDs) locations, classroom and office identifiers, emergency evacuation routes, points of egress, and other critical areas in and around the buildings. Additionally, the final product will integrate with existing digital County E911 programs providing all county emergency response personnel critical building information when responding to an emergency at one of the District sites.

Real Estate Broker Services Contract Approved

The Board approved a contract with Dudley Thomas Spade SRE, LLC dba DTSpade for a total annual estimated cost of $400,000 to provide “as required" property assessment, solicitation, sale, acquisition, and leasing services for District property requirements.

Policy First Reads

Policy IDBA – Sex Education (New Policy) District Administration has determined a need to create Board Policy IDBA – Sex Education to ensure appropriate compliance with SBOE Rule 106-4-2-.12 as amended per health instruction requirements of HB 287. Model policy as presented by the Georgia School Boards Association has been utilized in the development of this new policy.

Budget Transfer for Replacement School for Bloomingdale

The Board approved the transfer of funds from EIV Various Accounts to EIV Bloomingdale ES New School Replacement Accounts by request of the Capital Projects Department. A total of $28,700,000 will be transferred to fund the new school replacement.
