Board Workshop on Phased Reopening of Schools
Instead of the monthly Informal Meeting, Board members participated in a workshop during which they were presented with information on planning for a phased reopening of schools for in-person learning. District Staff presented the Board with information on what Phases II, III, and IV would look like in a phased reopening. They also learned about Alternate Instructional Options for Families, Functionality plans for a phased reopening in regard to School Space for Social Distancing, Transportation and the School Nutrition Program. Because of the length of the meeting, not all presentations were completed. A special called meeting of the Board will take place next Wednesday, September 16th. Strategic Waivers School System (SWSS): Proposal to amend the Savannah-Chatham County Public School System's Strategic Waivers School System Contract Approved
Because the COVID-19 pandemic continues to create challenges that impact the delivery of educational support and services during SY 2020-2021, the Board approved the request for a SWSS contract amendment to include three additional waivers for SY 2020-2021. The amendment will now be sent to the Georgia Department of Education for review and final approval. The selected waivers include:
- additional time to meet Georgia "Bridge Law" requirements which mandate all students in middle and high school receive counseling and regularly scheduled advisement.
- delay of fitness assessment programs for students in grades one through 12.
- schools the ability to award credit based on student competency, on transfers of credits/grades, and the ability for a student to earn more than three units of credit for academic core courses by completing CTAE courses that include embedded standards from an academic core subject area.
New Buses Approved for Purchase!
The Board approved the use of Statewide Contract 999999-SPD-G20160601 for the purchase of 29 buses at a total cost of $3,695,180.00.
Policy First Reads
Policy IDCH, Administrative Regulation IDCH-R Dual Enrollment was modified to ensure alignment with state statute. A first read was presented to the Board for review:
Administrative Regulation Review:
Administrative Regulation IHDA-R (1): Valedictorian/Salutatorian Class Rank and Selection of Honor Students has been modified to clarify certain requirements for consideration of Honor Graduate and Valedictorian and Salutatorian designation.
Administrative Regulation GBKA-R: Professional Personnel Lay-Off (Four Year Review) has been revised for legal changes.
Administrative Regulation GARH-R (1): Employee Leaves and Absences has been modified to address sick leave use options under the Families First Coronavirus Response Act.
Administrative Regulation IHA-R (1): Grading Systems has been modified in the computation of high school grades section.
Supplemental Retirement Plans and Investment Management Services Contract Awarded
The Board approved the annual contract award of RFP 21-01 403b & 457b Supplemental Retirement Plans and Investment Management Services to the firms of AIG Retirement Services; PenServ Plan Services; Equitable Financial Life Insurance Co.; Horace Mann Life Insurance; Life Insurance of the Southwest dba National Life Group and Voya Retirement Insurance and Annuity Co. for the initial period plus four (4) automatic renewals, with the total annual cost dependent upon employee participation and sole funding by employee payroll deductions.
Before and After School Care Services Contract with the YMCA Extended
The Board approved the extension of RFP #15-74, Before and After School Care Services (Annual Contract), for one (1) year to YMCA of Coastal Georgia, Inc. of Savannah, Georgia, at no cost to the district. Due to the implementation of COVID-19 and CDC Protocols, the YMCA of Coastal Georgia has included a price increase for any parent/guardian who seeks to use the service.
Instructional Resources, Professional Development and Coaching Support for School Improvement Contract Approved
The Board approved the award of contracts under RFP #21-05 Instructional Resources, Professional Development and Coaching Support for School Improvement (Annual Contract) to the firms of Scholastic, Inc.; Houghton Mifflin Harcourt Publishing Company; Teacher Created Materials, Inc.; TNTP, Inc.; and Curriculum Associates, LLC at a total estimated first annual period cost of $1,134,298.
Policy DJE-Purchasing has been modified to update competitive process and approval level sections of this policy.
The Board was presented with an update on a number of ongoing ESPLOST Projects. The replacement White Bluff Elementary is substantially complete and in use with close out and punch list continuing. The replacement Jenkins High facility has been topped out while masonry and roofing continues. First floor walls are complete and other work continues on
the New Hampstead K8 project and demolition has begun of Groves High School as design is being completed and bidding for the construction contract is set to start for the new K-12 Multi-School Campus. For photos of these projects and information on other on-going ESPLOST work, please click here:
Change Order Report
The Quarterly Change Order report was presented by the Operations Division.
FY 2022 Capital Outlay Program Application Approved
At the beginning of each fiscal year, school systems may submit an application for State funding for eligible projects in their current LFP. The Board approved the proposed capital outlay project list for the FY 2022 entitlement funding application.
