The Competitive Process

All purchases of goods or services for the District are to be made pursuant to one of the competitive purchasing methods, dependent upon the total dollar amount of the purchase, as set forth below unless a different purchasing procedure is required by: 

  • a state or federal law,
  • a Georgia Department of Education regulation,
  • an exception set forth in this Policy DJE, such as an emergency purchase or purchases made with procurement cards ("P-Cards"), or
  • another District policy, such as Policy FG, which governs Capital Project Procurements.

Competitive Process Dollar Amounts

up to $3,499.99
  • District Annual Bid Contract; or
  • State or Federal Cooperative contracts; or
  • One (1) written quote obtained by site

$3,500.00 to $5,999.99
  • District Annual Bid Contract; or
  • State or Federal Cooperative contracts; or
  • Two (2) written quotes obtained by site

$6,000.00 to $74,999.99
  • District Annual Bid Contract; or
  • State or Federal Cooperative contracts; or
  • Three (3) written quotes obtained by the Purchasing Department

$75,000.00 and up
  • District Annual Bid Contract; or
  • State or Federal Cooperative contracts; or
  • Formal competitive process, such as an invitation to bid (“BID”), request for proposal (“RFP”), or request for qualifications (“RFQ”).
