How the 2026–2031 Strategic Plan Is Designed 

The SCCPSS Strategic Plan is intentionally designed to move from vision to measurable impact. Rather than functioning as disconnected initiatives across departments, the plan creates a unified system where priorities, resources, and accountability work together to improve outcomes for students, strengthen support for staff, and deepen trust with families, employees, and the broader community. 

The plan is built from the bottom up. 

The Foundation: A High-Quality Baseline Experience 

At the foundation of the plan is the belief that every student deserves a consistent, high-quality experience in every school, every day. This baseline experience includes: 

Rigorous learning and strong instruction

Student voice, belonging, and joyful learning environments

Timely, personalized support  

Access to pathways, enrichment, and signature experiences connected to future opportunities  

This foundation represents the district’s commitment that excellence will not depend on a student’s zip code, school assignment, or program access. It is the baseline expectation for all students. 

The Pillars: Systemwide Conditions for Success 
Built on that foundation are four districtwide pillars that define what must be true for SCCPSS to become a future-ready, high-performing, and trusted public school system: 
 

These pillars are not owned by a single department. They represent shared systemwide commitments across academics, talent, operations, finance, technology, and engagement. Together, they create the conditions needed to deliver a predictable, future-ready experience for students, staff, families, and community. 

Engagement, Outreach & Partnerships 

The Engagement, Outreach & Partnerships pillar reflects SCCPSS’s commitment to strengthening both internal and external relationships. Internally, the district will work to build trust, belonging, communication, and shared ownership with employees across all levels of the organization. Externally, SCCPSS will deepen partnerships with families, students, businesses, higher education, faith-based organizations, civic leaders, and community organizations to expand opportunities and strengthen public trust. 

The district recognizes that meaningful transformation cannot happen in isolation. Strong schools require strong relationships, proactive outreach, and authentic partnership with the people and communities we serve. 

Culture, Innovation, and Leadership 

Connecting the pillars is a commitment to culture, innovation, and leadership. SCCPSS recognizes that transformation requires more than programs — it requires courageous leadership, trust, collaboration, continuous improvement, and a willingness to rethink traditional systems in order to better serve students and community. 

Priorities and Strategies: Turning Vision into Action 

Each pillar contains a focused set of priorities and strategies that organize the district’s work around the areas requiring the greatest attention, investment, and coordination. These strategies are intentionally cross-functional because the district’s most important challenges sit at the intersection of instruction, talent, operations, and engagement. 

Measures of Success: How Progress Will Be Monitored 

The plan includes a three-tier measurement system to ensure transparency, coherence, and accountability: 

  • Tier 1 — Goals: Public-facing student outcome goals that define success for the district  

  • Tier 2 — Progress Indicators: Ongoing measures that show whether the district is on track  

  • Tier 3 — Internal Performance Measures: Operational and implementation measures used to monitor execution and improve performance  

This structure ensures the district measures impact, not just activity. 

Investments: Aligning Resources to What Matters Most 

Resources and investments will be aligned directly to strategic priorities and evaluated through a return on investment (ROI) lens. SCCPSS will prioritize investments that demonstrate impact, strengthen coherence, and improve outcomes for students, staff, and schools. 

The Outcome: Unlimited Possibilities and Choice-Filled Lives 

Ultimately, the strategic plan is designed to create the conditions for every student to graduate future-ready, equipped with the knowledge, skills, experiences, and opportunities needed to pursue unlimited possibilities and lead choice-filled lives.
